The Consultant is a suited, generic character featuring in both the Arcade League challenge, Men in Grey and as a civilians on the Story level, Chicago. His appearance is very similar to the other civilians of the time period, the Lawyer and the Accountant, but with an altered body shape and changed face formation. It is unlikely there is an obvious overlying reason why he was omitted from as a playable character, while his fellow Lawyer and Accountant Assault comrades were included.
